If you're already using 9.04, I'd suggest waiting. 9.10 has way too many minor but annoying changes and overall, reminds me of why I left Fedora. I just wasted a few hours upgrading today (can the Ubuntu mirrors be any slower?) and now I'll be wasting more time reinstalling 9.04.
At least it has solved problems with Intel chipset on Dell 5400 series. 9.04 still has problems - upgrading to 9.10 protects you from certain brain damage taken from a flicking screen.
I'm on 10.04 now and just went through similar issues with 10.10 (X completely fails to start with Intel HD graphics) and had to downgrade back to 10.04. Overall it appears that the .10 releases are to be avoided if you care about stability. In fairness, .10's aren't LTS releases so I guess that's acceptable, but people should be aware of what they are buying into (a lot of people are under the impression that .10's are simply upgrades when in reality they are testbeds for the next LTS release).
